Disputes between two groups of the Avengers led by Captain America and Iron Man regarding their opposing views on signing the Sokovia Accords culminated into the Avengers Civil War, a fight between Avengers group members. A guy named Helmut Zemo destroyed the United Nations where the bill was due to be approved and falsely accused Winter Soldier of carrying out the attack in an effort to seek vengeance for the deaths of his relatives during the Battle of Sokovia and eliminate the Avengers.
